Who is responsible if work needs to be performed in the “City Side” of a sewer line?

In accordance with Section 3-3-32 of the City Code of Ordinances, as a homeowner you are responsible for maintaining all sewer facilities from the City main to the point of use. This includes all facilities that lie in the public right of way and utility easement. However, property owners are not allowed to perform plumbing work past the property line in the City’s right-of-way, only an approved contractor can perform said plumbing work.
