Attention: Residential alley dumpsters will be serviced 1x a week and commercial customers may have delays until further notice. 

The Solid Waste Department is dedicated to providing the best service available and Staff is working diligently to ensure that over 2,800 Commercial accounts and 12,000 residential containers are serviced at least twice a week with just a fleet of 28 garbage vehicles. Cities across Texas are all having the same issues with fleet parts and service and with manufacturers getting backed up on orders this is causing longer wait times on parts for our Garbage trucks. Currently, there are 10 refuse vehicles down for various issues bringing our fleet to 18 vehicles. In times such as these, The Solid Waste Division may reduce the pickup times to once-a-week service in residential areas to ensure everyone gets service and to comply with TCEQ Texas Administrative Code TITLE 30 Part 1 CHAPTER 330 SUBCHAPTER C RULE §330.103 

(a) Municipal Solid Waste (MSW) containing putrescibles shall be collected a minimum of once weekly to prevent propagation and attraction of vectors and the creation of public health nuisances. Collection should be made more frequently in circumstances where vector breeding or harborage potential is significant. 

(The 1x-a-week service refers to regular 3-yard alley containers only and not 96-gallon Toter Curbside Service.)

Recycling Center

Residents were excited to be able to drop off their recyclables once again.  The Recycling Center, also known as the Time Machine, reopened today (Monday, June 19th) after being shut down for the past month.


Renovations have been underway and will continue on the facility.  It includes a new 6 ft fence, one entry and exit gate as well as some new paint projects.
The Recycling Center will also now have the same hours as the Household Hazardous Waste/Citizen Bulk Drop Off Facility.
Monday-Friday 8 am - 5 pm
Saturday 8 am - 12 pm
Citizens can only drop off within these hours to keep recyclables from being “contaminated.” Contamination is where people are accidentally mixing trash with recyclables. As a result, they can no longer be recycled.
Here’s what will be available:
4 cardboard containers
4 plastic containers
2 containers for mixed paper and newspaper
Residents will be able to park in the same spots and walk the materials to the bins.

The Recycle Center will not accept large loads of cardboard, plastic and other recyclables that come in on 18 wheelers, large moving vans, trucks etc. All large loads must be taken to BRI (BUTTS) recycling in Midland at 26 W. Industrial Loop in Midland.  You can also contact them at (432) 687-0088.

Accepted Items

The following items can be recycled at the Odessa Recycling Center:

  • Cardboard (including food boxes such as cereal boxes) in the Yellow containers (Small Quantities)
  • Newspaper in the Blue containers
  • Number 1 Plastic (clear water or soda bottles) in the Green containers
  • Number 2 Plastic (thick cloudy plastics such as milk jugs or laundry detergent containers in the Green container

Bulk Collection & Drop Off

Routine sweeps are done continuously year-round for illegal dumping and tree trimming to ensure alley right-a-ways are maintained for trash collection and emergency vehicles. Bulk items, trash debris, and tree limbs should never be placed in the alley.

The Solid Waste Department has established a "citizen drop-off" location at our Household Hazardous Waste Facility to combat the illegal dumping going on throughout the city. Citizens residing inside the city limits can bring their bulky items, metal, electronics, and tree limbs FREE of charge. The drop-off center has the same business hours as both the Household Hazardous Waste Facility and Recycle Center         8 am to 12 pm.

Disposal

The Odessa Household Hazardous Waste Department is here to assist you with the disposal of residential hazardous waste; dangerous commercial waste must comply with Texas and federal Hazardous waste regulations (Please visit the Texas Commission on Environmental Quality website for more information). Removing unused household hazardous products down the drain, ground, or sewage system negatively impacts and threatens our drinking water and ecosystem. As residents of Odessa, we are responsible for properly disposing of our hazardous waste to protect our groundwater, soil, vegetation, and wildlife. Improper disposal exposes our community to chemicals such as lead, mercury, acid, etc. 

  • Acids and Bases (pool chemicals, toilet bowl cleaners) are corrosive and will harm your skin, respiratory system, and eyes.
  • Lead and mercury (thermometer, thermostat) are highly toxic and will have adverse effects if inhaled or ingested; take proper precautions when handling a product that contains these chemicals.
  • Propylene Glycol is found in antifreeze and is highly toxic when misused. 

Suppose you have a high quantity of hazardous waste that is not accepted by the city. In that case, you can always call the HHW center to inquire about which organizations can assist you or visit http://www.earth911.com/ to find vendors that can help you properly dispose of your waste.

Household Hazardous Waste Facility

Many home products contain hazardous chemicals that can threaten the environment and our health. Take precautions while handling it, keep it away from children, and find the proper disposal method.

Mosquito Control

Prevention

  • Clean gutters in order to prevent water build-up
  • Do not overwater landscaping
  • Drain and eliminate mosquito breeding habitats by clearing away freestanding water from:
    • Bird Births
    • Buckets
    • Empty Flower Pots
    • Flower Saucers
    • Fountains
    • Rain Barrels
    • Rain Gutters
    • Tires
  • Frequently change the water in birdbaths
  • Get rid of temporary pools or fill them with dirt
  • Swimming pools must be circulating and properly treated

Treatment

  • In ponds use fish that eat larvae to prevent them from developing into adults. Example:
    • Goldfish
    • Guppies
    • Koi
    • Mosquito Fish
  • Rather than fogging, place bacterium thuringiensis Isrealensis (BTI) in ponds or any standing water. Example: mosquito dunks

Larvicides

Also, insecticides like Insect Growth Regulators (IGR) can inhibit the development of larvae and mosquitoes without harming your pets. Larvicides are the insecticides utilized to exterminate the larval life stage of an insect. Environmental Protection Agency and state-approved larvicides assist in stopping the larvae and pupa from reaching the adult stage.

Adulticide is a substance that is used to eradicate adult mosquitoes.

Larvicides such as mosquito dunks and handheld adulticides sprays can be purchased at your local home improvement store.

Protection 

  1. The Center for Disease Control (CDC) recommends using products that contain 20% or more DEET.
  2. Find an Environmental Protection Agency (EPA) approved personal mosquito repellent to protect against mosquito-borne illnesses and bites.
  3. A low technology method to fight mosquitoes is fans. Mosquitoes are not strong enough to fly around when they are on.
  4. Make sure window air conditioners are placed appropriately and will not permit mosquitoes to enter through gaps. 
  5. While outside, wear long-sleeved clothes to prevent mosquito bites.
